The Senior Integrated Controls Testing Specialist (Specialist) will be responsible for leading and/or performing periodic testing reviews in accordance with the annual testing plan, as established by the Integrated Controls Testing Team and the Business Unit Compliance Officer. This role is important to confirm that key compliance-related and non-compliance related business line controls are effective to mitigate risk across applicable real estate secured and non-real estate products and activities. To this end, the Specialist will lead and ultimately will be accountable for:
• Researching and developing the steps needed to test controls related to policies/procedures and compliance with laws/ regulations;
• Completing assigned testing activities in accordance with established timelines and high standards of quality;
• Identifying potential control weaknesses and making recommendations to strengthen;
• Summarizing the results of testing in clear, accurate and concise written reports; and
• Be able to effectively communicate and explain the results of testing activity to business unit management;
• Taking personal accountability for decisions, actions and work product.
• In addition, the Specialist will need to understand the Risk Assessment Process.
Control and Issue Closure Testing
• Assess risks and key controls in consultation with the business units (BUs) and business unit compliance officers (BUCOs).
• Provide subject matter expertise to applicable business units in identifying and documenting controls to mitigate key risks.
• Accountable for monitoring, tracking and reporting of control issues.
• Assist applicable business units in completing and maintain up-to-date Control Assessments and SOX templates.
• Drive positive change in Operations based on high quality work and thought leadership in the control testing approach including identifying ways in which to increase efficiency.
• Perform periodic testing of financial, regulatory, various operational and/ or credit related controls as required. May include third party testing.
• Review testing results and appropriately evaluate the design and operational effectiveness of controls.
• Identify control gaps and deficiencies in design and operating effectiveness of controls.
• Communicate gaps and deficiencies and escalate issues to the Testing Lead and Operations Management on a timely basis.
• Perform re-tests of control deficiencies, including major/minor Corporate Audit Division (CAD) and regulatory findings.
• Where these activities are performed by a more junior member of the team, review activities and results to ensure accuracy.
• Build, develop and maintain effective relationships with internal business partners /stakeholders for the purposes of enhancing team effectiveness.
Compliance Testing
• Perform or oversee performance of complex reviews of business artifacts, including loan files, customer communication, etc. to assess quality, accuracy and compliance with applicable regulatory requirements and guidance.
• Executes and/or leads testing and fieldwork using ICT methodology in accordance with established procedures to perform, analyze, document and report results of all assigned reviews including but not limited to:
Vendor Management,
• Equal Credit Opportunity Act (Reg B – ECOA),
• Real Estate Settlement Procedures Act (Reg X – RESPA),
• Truth in Lending Act (Reg Z – TILA),
• National Flood Insurance Act (NIFA),
• Unfair Deceptive and Abusive Acts or Practices (UDAAP),
• Various Privacy related regulations.
Risk Management (Findings and Reporting)
• Oversee activities listed below (if not performing) and provide concurrence with results and approving documentation
• Review testing results/reports and quality reviews to identify compliance errors, as well as trends of non-compliance within specific areas.
• Identify root causes of issues, if able.
• Produce accurate reports, and communicate observations and findings with appropriate tone.
• Oversee the compilation and review of detailed management reports and documentation. Maintain accountability for the completeness and accuracy of testing results/reports.
• Recommend improvements to BUCO related to regulatory policies, procedures and tools as needed to ensure effective and competitive operating environment.
Collaboration
• Serve as a liaison with Business Unit Compliance Officers and business unit staff to ensure a cross-business, consistent approach to compliance.
• Work collaboratively with Business Unit Compliance Officers as applicable to advise business unit as to potential actions to close any gaps identified, based on knowledge and experience gained in testing other areas with similar controls.
• Communicate openly, honestly and with transparency ensuring commitment to the Bank’s values and principles.
Qualifications
• Solid knowledge of banks lending products, servicing and/or collections activities.
• Regulatory knowledge of Consumer Protection Regulations, Federal and State Regulations/ Laws that impact Retail Lending (Secured and Unsecured Lending) i.e., Truth-in-Lending (Reg Z),Real Estate Settlement Procedures Act(HUD Regulation X), ECOA(Reg B), etc.
• Prior experience in testing, audit, regulatory compliance, risk management, and/or credit would be beneficial.
• Data analytics capabilities necessary for testing.
• Prior experience with outsourced Third Party testing helpful, but not required.
• Education/experience equivalent to a four-year degree in business, finance or related field.
• 4+ years consumer/small business banking experience with at least 2+ years of compliance, audit, risk management or related field.

• Strong knowledge of Microsoft Office applications including intermediate to advanced Excel skills (i.e. pivot tables, formulas, etc)
